PROPOSED CALL IN FAQs

With a week left for our community to have their say on the proposed call‑in, I wanted to share answers to some of the common questions my office has been receiving.

What is a call in?

A ministerial call in is a power the State Planning Minister can use in exceptional circumstances.

It allows the Minister to take over the assessment and final decision on a development application when state interests are involved.

Why is a call in being proposed?

The Deputy Premier has formed the view that this application raises issues relating to:

  • the responsible extraction of natural resources
  • infrastructure impacts
  • environmental considerations
  • community impacts

These matters may be better assessed at a state level.

Council has also formally written to the Deputy Premier requesting that the State Government call in the application.

What happens if the project gets called in?

If the application is called in:

  • The Deputy Premier becomes the decision‑maker.
  • The decision cannot be appealed in the Planning and Environment Court.
  • The Minister will consider all relevant planning, environmental, infrastructure and community issues before making a final determination.

How does this submission differ from what I already submitted to Council?

Your Council submission is still relevant.
However, this process is separate. This is your opportunity to tell the Deputy Premier whether you believe the application should be called in, and what decision you think should be made.

You can reuse your Council submission, but it’s helpful to add:

  • whether you support the call‑in
  • your preferred outcome
  • any additional points you want the Minister to consider, for example, removing the Key Resource Area (KRA).

Can anyone make a submission?

Yes.

Anyone is welcome to make a representation to the Deputy Premier. You do not need to have lodged a submission with Council, nor do you need to be a local resident to have your views considered.

Residents who made a Council submission will also be contacted directly by the Deputy Premier. Emails are being sent progressively, and letters will be mailed to those who did not provide an email address.

You do not need to wait to receive the email or letter before having your say.

How do I make a submission?

Written representations must be made by Tuesday 3 March 2026.

Will this proposed call in result in a particular outcome?

No.

If the application is called in, the Deputy Premier will make the decision after considering all submissions and relevant planning matters.

I give you my commitment along with my neighbouring MPs Laura Gerber and Hermann Vorster, we will always oppose a Reedy Creek Quarry and continue to strongly advocate on behalf of our community.

What about the Key Resource Area (KRA) designation?

The KRA is a separate issue from the quarry application itself.

The Crisafulli LNP Government is reviewing the ongoing KRA designation over Reedy Creek after I wrote off to the Deputy Premier and Planning Minister. I will keep our community updated on the outcome. With that said, the KRA existed the last time the Boral quarry proposal was defeated.

If the application is called in, can Boral appeal?

No. A call‑in decision made by the State Planning Minister cannot be appealed in the Planning and Environment Court.

What should I write in my submission to the Deputy Premier?

Residents have been asking what they should include in their submission about the proposed call‑in of the Reedy Creek Quarry application. Here’s a simple guide to help.

Your submission doesn’t need to be long or complicated. It just needs to clearly state:

  • whether you think the application should be called in, and
  • what decision you believe should be made.

You can also include any concerns or views you have about the project, such as environmental, infrastructure or community impacts.

Is there suggested wording I can use?

Yes, many locals are finding this simple sentence helpful:

“Dear Deputy Premier, please call in this quarry and associated development under COM/2025/101.”

You can copy this wording exactly, or adapt it to reflect your own views.

Can I include more detail?

Absolutely. You may wish to add:

  • why you believe the proposal has “no social licence in our community”
  • any personal experiences or local impacts you want the Minister to consider
  • your thoughts on the ongoing Key Resource Area (KRA) designation over Reedy Creek

There is no required format, your submission can be one sentence or several paragraphs.

Can I reuse my Council submission?

Yes. Your Council submission is still relevant and can be reused.

It may help to add:

  • that you support (or do not support) the call‑in, and
  • what outcome you believe should be made.
